APPLICATION


You can apply to up to four different degree programmes conducted in English at www.admissions.fi. Choose your options of preference carefully; you cannot change the order of preference after the application closes.
The application service guides and helps you to fill in the application form, and gives information relating to studying and applying.

Follow the instructions carefully and submit the application. An application submitted online is directly received by the admissions office of the polytechnic/UAS of your first choice. The applicant is only allowed to submit one application form. If the applicant submits more than one, only the last application form will be taken into consideration. Print a copy of the application form for yourself for future reference.

Copies of relevant certificates (diploma and transcript of study records, language test certificate) and authorized translations of the certificates into English, Finnish or Swedish should arrive by post at the polytechnic/UAS of your first choice by 24 February 2012 (in the autumn 24 September 2012) at 4.15 pm Finnish time. In order to demonstrate eligibility to polytechnic/UAS studies, an applicant applying with a non-Finnish qualification must provide a copy of the original certificate to the admissions office of his or her first-choice polytechnic/UAS by the set date. This does not apply to those applicants who are citizens of an EU/EEA-country and who are completing their qualification in the spring of applying.  The polytechnic/UAS will then decide on the applicant’s eligibility to all options in the application. In addition, an official Finnish, Swedish or English translation of the certificate must be provided, if the certificate is not written in one of these languages, the translation must have the translators signature and stamp. The copies must be sent by post, scanned or faxed copies will not be accepted.

Applicants applying with a Finnish qualification do not need to submit copies of their educational certificates. Copies of Finnish certificates will be requested of accepted students in connection with their confirmation of acceptance. The only exception is an applicant applying with a Finnish competence based specialist vocational qualification of a competence based futher vocational qualification, he or she must provide a copy of the original certificate to the admissions office of his or her first preference polytechnic/UAS by 24 February 2012 (in the autumn 24 September).

The educational qualification used in the joint application during the spring must be completed at the latest 31 July, and a certificate used in the autumn at the latest 31 December (please note that Reifeprüfung-examination must be completed in the beginning of May and admissions office need copy of it by 18 May 2012). The educational qualification must be completed by the end of the application period if the applicant is applying with:

  • A specialist vocational qualification
  • A further vocational qualification
  • A degree completed in a foreign country, if the applicant is not a citizen of an EU/EEA-country

 

TIME TABLE FOR JOINT APPLICATION


Degree programmes starting in autumn 2012

  • Application period 9 January – 14 February 2012. Online application closes on 14 February at 4.15 pm Finnish time (+2 hrs GMT). Copies of relevant certificates and authorised translations of them should arrive by 24 February  at 4.15 pm Finnish time at the latest. Paper application forms must arrive by 14 February at 4.15 pm Finnish time at the latest to the polytechnic/UAS of the applicant’s first choice.
  • Entrance examinations are held between 2 April and 4 May 2012.
  • Polytechnics/UAS announce the results by 17 July 2012. 
  • Admitted students must confirm their study places by 31 July 2012 at 4.15 pm Finnish time at the latest.

Degree programmes starting in spring 2013

  • Application period 3 September – 14 September 2012. Online application closes on 14 September at 4.15 pm Finnish time (+2 hrs GMT). Copies of relevant certificates and authorised translations of them should arrive by 24 September  at 4.15 pm Finnish time at the latest. Paper application forms must arrive by 14 September at 4.15 pm Finnish time at the latest to the polytechnic/UAS of the applicant’s first choice.
  • Entrance examinations are held between 22 and 26 October 2012. 
  • Polytechnics/UAS announce the results by 27 November 2012. 
  • Admitted students must confirm their study places by 11 December 2012 at 4.15 pm Finnish time at the latest.

ADMISSION GROUPS

50% of applicants will be admitted on the basis of the entrance examination only, and 50% on the basis of the combined points for previous school performance and the entrance examination. Some polytechnics/UAS admit all their students on the basis of the entrance examination  (Note: DP in Sports and Leisure Management and International Business, Helsinki & Porvoo admit students on the basis of the entrance). If study places become available later, applicants on the waiting list will be admitted in the order indicated by their admission points.  The Polytechnics Act (351/2003) states the groups that are eligible for studies at polytechnics/UAS.

1. Admission on the basis of total of points for school performance and the entrance examination
Eligible applicants are those who have completed or are completing Finnish upper secondary education or the Finnish Matriculation examination, International Baccalaureate or Reifeprüfung examination in Finland or European Baccalaureate examination. Applicants completing their Matriculation or International Baccalaureate or Reifeprüfung examinations in Finland or European Baccalaureate examination in the spring of the year of their application will be admitted with this group.
Applicants receive a maximum of 30 points for school performance and a maximum of 100 points for the entrance examination, which is scaled down to a maximum of 70 points. The maximum points total is therefore 100 points.
 
2. Admission on the basis of the entrance examination
Applicants with Finnish vocational degrees, or whose eligibility to apply is based on non-Finnish qualifications, and are not mentioned in section 1 above, apply to polytechnics/UAS studies solely on the basis of points awarded for the entrance examination. The admission of those EU/EEA-citizens who are completing their qualifications outside Finland in the spring of applying is based only on the points awarded for the entrance examination. The maximum entrance examination points total is 100.
 

EDUCATIONAL CERTIFICATES

  1. Upper secondary education and Matriculation examination completed in Finland

1. Upper secondary education and Matriculation examination completed in Finland

You can apply with the Finnish upper secondary leaving certificate and Finnish Matriculation examination certificate. On your application, please give grades from both certificates, if available. If you graduate in spring 2012, you can apply with your latest upper secondary school certificate. Please remember to inform the admissions office of your final grade by 18 May 2012 (in the autumn 2 November 2012). Grades for the Matriculation examination are received from the Matriculation Examination register.

Applicants who are completing their IB-examination (IB Diploma) at a Finnish upper secondary school or an applicant completing the European Baccalaureate examination in the spring 2012 apply with their Predicted Grades. These applicants must provide a copy of their Predicted Grades/temporary certificate to the admissions office of their first preference by 18 May 2012.  Admission is conditional until the final certificate is checked. Applicants that are completing their Reifeprüfung-examination in the spring 2012 must provide a copy of the final certificate no later than 18 May 2012 to the admissions office of their first preference.  

Applicants who are applying on the basis of their upper secondary school leaving certificate and the Finnish matriculation examination certificate are awarded points for three grades on their matriculation examination certificate: mother tongue, English, and the best of either general studies or mathematics.

2.  Vocational qualification completed in Finland

These qualifications give you general eligibility for the programmes:

  • a vocational college diploma or higher vocational diploma (e.g. in engineering)
  • a vocational qualification of at least three years duration, completed in vocational upper secondary education and training, referred to in the  Vocational Education and Training Act (630/98), or an earlier corresponding qualification
  • combined education programmes of at least three years duration, referred to in the Act on Youth-level Education and the Polytechnic Experiment (391/91)
  • a vocational qualification in adult education of at least three years duration, referred to in the Vocational Adult Education Act (631/98), further vocational qualification (= ammattitutkinto) or  specialist vocational qualification (= erikoisammattitutkinto)

Eligibility for applying for a corresponding field of study is given by:

  • a vocational qualification of less than three years duration, completed in vocational upper secondary education and training, referred to in the Vocational Education and Training Act (630/98), or a corresponding earlier qualification
  • combined education programmes of less than three years duration, referred to in the Act on Youth-level Education and the Polytechnic experiment (391/91)
  • vocational qualifications in adult education of less than three years duration, referred to in the Vocational Adult Education Act (631/98)

Eligibility for polytechnic/UAS studies in a corresponding field of study on the basis specified above may be broadened into general eligibility for polytechnic/UAS studies by:

1) completing in addition a) general or vocational studies that extend the post-basic education studies to three years of duration

2) gaining at least three years of work experience in a corresponding field, after completing the qualification.

The corresponding field of study is defined according to the following fields of vocational education and training: humanities and education; culture; natural sciences; natural resources and the environment; tourism, catering and domestic services; social services, health and sports; technology, communications and transport; social sciences, business and administration.

A polytechnic/UAS can also take into consideration a vocational qualification or school-level vocational education that does not fall into the fields of education and training specified above as studies in a corresponding field, if its content is close to the study programme specialisation.

Applicants with a Finnish competence based further vocational qualification or competence based specialist vocational qualification must provide a copy of the original certificate to the admissions office of his or her first-choice polytechnic/UAS by 24 February 2012 (in autumn 24 September) 4.15 pm.

3. Matriculation examination and vocational qualification completed in Finland

If you have taken the Matriculation examination and have a vocational college diploma, you can choose which certificate you use for applying.


4. Foreign degree or qualification which gives eligibility for higher education in the awarding country. International Baccalaureate (IB Diploma) and Reifeprüfung examinations completed in countries other than Finland.

In order to demonstrate eligibility to polytechnic/UAS studies, an applicant applying with a non-Finnish qualification must provide a copy of the original certificate (diploma and transcript of study records) to the admissions office of his or her first-choice polytechnic/UAS by the set date. The polytechnic/UAS will then decide on the applicant’s eligibility for all options expressed in the application. Those applying with a non-Finnish qualification must have completed the education they use for applying before the end of the application period. This does not apply to those applicants who are citizens of an EU/EEA-country and who are completing their qualification in the spring of applying. (EEA = European Economic Area)

Polytechnics/UAS accept only final certificates awarded by a national a regional body granting educational certificates. Therefore various other documents such as "Testimonials", "Statements of Results", "Examination Results" or "Result Slips" are not considered as official certificates.

 In addition, an authorized Finnish, Swedish or English translation of the certificate must be provided, if the certificate is not written in one of these languages. All certificate copies and authorized translations of them should be delivered by post to the admissions office by 24 February 2012 (in the autumn 24 September) at 4.15 pm Finnish time. Scanned or faxed copies are not accepted.

5. Polytechnic/UAS and/or university degree

You cannot apply to polytechnic/UAS degree programmes with a polytechnic/UAS or a university degree. Use your upper secondary school leaving certificate for applying to higher education institutions.

 

LANGUAGE REQUIREMENTS

Applicant who is not a citizen of an EU/EEA –country must provide proof of his/her English language skills by 24 February 2012 (in the autumn 24 September) to the admissions office of his/her first preference polytechnic/UAS. (Please notice, that an applicant who is not a citizen of EU/EEA-country but have completed higher secondary qualification in Finland, does not need to provide any proof of his/her english skills by 24 of February.)

In order to prove the applicant’s English language skills, he/she must provide one of the following minimum requirements:

  • IELTS score academic level 6,0 or
  • TOEFL score 550 paper-based test/ 79-80 internet -based test, or
  • grade C in the Finnish  matriculation examination in advanced level English (IB-examination grade 4 completed in Finland, Reifeprüfung –examination grade 7 completed in Finland or EB-examination grade 6.00-6.95),  or
  • skills level 4 in English in the Finnish National Certificate of Language Proficiency (www.oph.fi => mobility => testing language skills).

Both TOEFL and IELTS test results are valid for two years. The Finnish general language examination does not have a set date of validity. TOEFL score results are only accepted directly from the Educational Testing Service. The TOEFL code of HAAGA-HELIA is 5716.

In addition secondary school education in English completed in Great Britain, Ireland, the United States, Canada, Australia or New Zealand or Bachelor’s or Master’s degree completed in English in one of these countries, is accepted as a demonstration of sufficient English language skills. Also a Bachelor's or Master's degree conducted in English in a European Union/European Economic Area -country is an accepted demonstartion of sufficient English language skills.

Grades in the Finnish Matriculation examination are received from the Matriculation examination register for applicants who have completed their Matriculation examination in 1990 or after. Only applicants who have completed their Finnish Matriculation examination before 1990 must provide a certificate of language skills. Applicants applying with a Finnish vocational qualification who have also completed the Finnish Matriculation examination must provide a copy of their certificate.

EU citizen and an equivalent person
Finland is a member state of the EU, along with Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, France, Germany, Great Britain, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden. Citizens of EU countries have the right to move freely within the territory of the union. The regulations concerning free movement apply also to the citizens of Iceland, Liechtenstein and Norway based on the EEA (European Economic Area) Agreement, as well as Switzerland based on a special agreement with EU. Language test

An applicant (citizen of an EU/EEA-country), who is not obliged to send proof of their language skills, can be exempted from the language test, if he or she has provided a certificate of his/her language skills to his/her first-choice polytechnic/UAS (Exception: DP for Multilingual Management Assistants) by 24 February 2012 (in the autumn 24 September) at 4.15 pm Finnish time.

If an applicant (citizen of an EU/EEA-country), have not send a proof of language skills, Polytechnics/UAS evaluate applicants’ language skills in a language test included in the entrance examination.  An applicant who fails the language test is withdrawn from admission.

Please note that an applicant who is a non-EU/EEA-citizen is required to provide proof of his/her language skills by 24 February 2012 (in the autumn 24 September) at 4.15 pm Finnish time.

 

COMPENSATION OF EARLIER STUDIES

HAAGA-HELIA University of Applied Sciences ensures that the student may count studies completed at other domestic or foreign university or other educational institution towards his/her degree. The student may also substitute work placement with earlier work experience.

A skills examination is required when the student wants to include work placement or studies at a vocational school towards his/her HAAGA-HELIA degree. Each programme will give separate instructions on the skills examination.

The student may transfer completed credits from previous studies at universities (including e.g. Open Universities and Summer Universities) in Finland or abroad and thus replace Basic or Professional Studies included into his/her HAAGA-HELIA degree. These studies can also be included in Free Electives.

By a separate application the military service in the Finnish Defence Forces which includes the 12-month leadership training can transfer to 6 credits. The credits can be counted towards compulsory or optional studies.

Earlier studies will be considered when the applicant has been accepted as a student and accepted the study place and started his/her studies.  When the student starts the studies of his/her programme, he/she will get detailed information on how to apply compensation based on earlier studies.

 

FURTHER APPLICATION PRACTICALITIES

Consider your options of preference carefully

You can apply for up to four different degree programmes at 25 polytechnics/UAS in Finland. You can choose 1 - 4 different degree programmes on the application form. Choose your most preferred degree programme as your first option, and then choose your second to fourth options when applicable.

The order of preference chosen in the application is binding and cannot be altered after the application closes.  Please note, that it is not advisable to apply to many different study fields. An applicant is advised to choose his/her options from one or two study fields.

If you are not accepted on the programme of your first preference, your points will be checked to see if you can be accepted for your second, third or fourth preference. If you are accepted on the degree programme of your first preference, you cannot be selected for your second, third or fourth preference.

Once you have been placed on a reserve place, you can be accepted for a higher preference option due to cancellations, if you have decided to be placed on a waiting list for a higher preference option or you have not accepted another study place. Please note that you can accept only one new study place during the same academic term.

Changing and supplementing the application

The applicant may change the order of preference of the options indicated in the application form in writing until the end of the application period. Once the application period has ended, the order of preference may no longer be changed. Changes in address or other relevant personal details can be changed outside the application period. All changes in the application or additional information must be sent in writing to the admissions office of the polytechnic/UAS of your first preference.

The applicant may, out of his or her own initiative or at the request of an authority, complete the application form after the end of the application period as specified in the 22§ of the Administrative Procedure Act (434/2003). The extended supplementation may continue only until the joint application register data entering has been completed, as specified in decree (353/2003). After the Ministry of Education has decided on the schedule for the 2012 joint application, the National Board of Education gives the registrar’s decision on the detailed schedule to the admissions offices for the purposes of preparing for the joint application and admissions. The schedule for spring 2012 is 9 January – 14 February 2012. The preliminary schedule for autumn 2012 is 3 September – 14 September. If polytechnic/UAS chooses to arrange additional application periods, the additional applications can begin from 28 May 2012 (in the autumn 12 November).  If the polytechnic/UAS arranges an additional application, the applicant’s education must be completed by the end of the additional application period.

Applicant is responsible for returning the application and required attachments in time. The UAS takes no responsibility for incomplete applications. 

Discretionary admissions

If a polytechnic/UAS uses discretionary admissions, other applicants may also be admitted, if the polytechnic/UAS considers their skills and knowledge sufficient (incl. language skills).

HAAGA-HELIA does use discretionary admissions and may invite some applicants to the exam, without all necessary documents. 

Refugees

If the applicant is a refugee or in a refugee-like situation and the qualifications obtained cannot be proven through documentary evidence, polytechnic/UAS can consider whether the applicant can be invited to the entrance examination, even if the polytechnic/UAS does not use discreationary admission. The applicant must prove his/her refugee status by decision made by a competent authority and send a copy of the decision to the admissions office by 24 Feb 2012 at the latest.


Selection of new students

All polytechnics/UAS arrange entrance examinations. All applicants who have demonstrated their eligibility and required language skills will receive invitation letters to the examinations. Final selection is based on the results of the entrance examinations for all applicants who apply with certificates other than the Finnish Matriculation examination, Finnish International Baccalaureate or Reifeprüfung examination (studied in Finland) or European Baccalaureate. Selection of those applying with the Finnish Matriculation examination, Finnish IB or Reifeprüfung (studied in finland) or European Baccalaureate, is based on the results of the entrance examination and points awarded for school certificates. Some polytechnics/UAS select all their new students solely on the basis of the results of the entrance examinations. Details of this can be found at www.admissions.fi-> degree programmes.

Many polytechnics/UAS cooperate in the entrance examinations. This means that an entrance examination completed at one polytechnic/UAS is accepted by another. Please note that some polytechnics/UAS require that you participate in their own entrance examination. Carefully read the general admission criteria. If a polytechnic/UAS does not follow the general admission criteria, the specific criteria of that polytechnic/UAS can be found at www.admissions.fi ->degree programmes.

The admission of a student is conditional until the polytechnic/UAS has checked the applicant’s school and other relevant certificates. The UAS will withdraw the admission, if the student has given inadequate or false information.

Make sure that you confirm your study place by 31 July 2012 (in autumn 11 December) at 4.15 pm at the latest; otherwise you will lose the study place offered to you.

Selection between applicants with equal admission points

In cases of a tie in admission points, applicants are ranked on the following basis:

  1. The order of preference of the options indicated by the applicant
  2. The result of the entrance examination
  3. The grade point average in all subjects
  4. Points awarded for school perfomance

If the admission points are still tied, after ranking applicants based on these criteria, the application system will automatically draw an applicant for selection.


If you are not selected

If you do not receive a study place in the joint application, you will receive a letter informing you of your points and the possible reserve places for the options to which you have applied. Applicants allocated to reserve places are chosen according to the level of their results, should study places become available. Appeal

In case the applicant finds that the selection has not been made according to the criteria, he/she should first contact the Admissions Office of HAAGA-HELIA University of Applied Sciences.

Appeal can be made, if the applicant can prove satisfactorily that an error was made by the authority in the polytechnic/university of applied sciences in evaluation of the applicant according to the rules and regulations of the admission process.

Appeal based on personal circumstances (difficult life situation, misunderstanding, health reasons, incapability to participate in the entrance examination) or e.g. possible errors made by post offices and so on will not be considered as valid reasons for appeal. Student admission decision can be changed only in those cases where it is clearly shown that the polytechnic/UAS has not followed the student admission criteria. Therefore, the appeal must be well-grounded and it should contain accurate information on where the polytechnic/UAS has not followed the criteria.

Applicants not satisfied with the decision may appeal in writing to the address below within 14 days of receiving the notification of the decision. The period allowed for the delivery of the notification letter is 7 days from the posting of the letter. The notification date of the decision is not included in the 14-day appeal period. The polytechnic/UAS is not responsible of possible delays in postal delivery and therefore, the above mentioned time frame applies even if the post is not received within the mentioned time frame. The appeal should be sent to the Admissions Office. During the previous application processes the following are examples of reasons for appeal which have not changed the decision made on selection: the certificate of language skills is missing, late arrival of any certificates, or deadlines have not been followed.

The appeal must be made in writing and it must contain:

  • applicant’s name, occupation, municipality of residence, postal address and daytime phone number
  • the original or a certified copy of the eligibility decision and the date the decision was received
  • what is appealed against and the changes required
  • grounded reasons for the appeal
  • signature of the appellant or the writer (if only the writer has signed the appeal, it has to include writer’s occupation, municipality of residence and postal address)

 

Students from third countries arriving after 1.9.2007 must have health insurance

Citizens of third countries arriving in Finland for the purpose of study or student exchange after and including 1.9.2007 are required to have health insurance, if the study or student exchange lasts for more than three months.

ONE-PLACE-PER-STUDENT PROVISION

According to the provision, a student may accept only one study place in a degree programme included in joint applications leading to a higher education degree during any one academic term. The purpose is to ensure admission to higher education institutions for as many students as possible. Higher education degrees are Bachelors' degrees and Masters' degrees awarded by universities, and Bachelor’s degrees and Master’s, awarded by polytechnics. The provision applies to all degree studies in higher education  included in joint applications regardless of how the studies are provided. The provision does not apply to the Police College of Finland and the Åland Polytechnic. Neither can the provision be applied to studies completed in foreign higher education institutions.

The academic term (1 August - 31 December or 1 January - 31 July) is the essential time framework for the implementation: the provision does not prevent acceptance of a place in another degree programme during another different academic term. Although you could postpone the commencement of studies for a year, or interrupt your studies, you would still be unable accept another place for a degree programme starting in the same academic term.


Acceptance of the study place offered

- Application results for degree programmes starting in autumn 2012 will be sent by mail to the students by 17 July 2012 at the latest. In addition to the letter of admittance, the student will receive a confirmation form.  Delayed conformations are not accepted, and the result is the loss of a study place.

It is imperative that the student submits the confirmation form to the higher education institution in which he/she wishes to study by 31 July 2012 at 4.15 pm Finnish time at the latest, otherwise the student will lose the study place.

Confirmation of the study place is binding and cannot be altered or cancelled.

All those who have been accepted as student not later than 17 July 2012 must conform the study place not later than 31 July 2012 at 16.15 Finnish time.

- Application results for degree programmes starting in spring 2013 will be sent by mail to the students by 27 November 2012 at the latest. In addition to the letter of admittance, the student will receive a confirmation form. Delayed conformations are not accepted, and the result is the loss of a study place.

It is imperative that the student submits the confirmation form to the higher education institution in which he/she wishes to study by 11 December 2012 at 4.15 pm Finnish time at the latest, otherwise the student will lose the study place.

Confirmation of the study place is binding and cannot be altered or cancelled.
All those who have been accepted as student not later than 27 November 2012 must confirm the study place not later than 11 December 2012 at 16.15 Finnish time.

If you have applied to several degree programmes, please wait until you have received all the admission results as you can only accept one new study place. Once you have received all the results, select your study place and return the confirmation form.  A student loses his/her study place, if the confirmation form arrives at the higher education institution after the set date.


Right to wait for a reserve place

If a student has not been admitted to any of his/her study options and he/she is placed on a reserve place, he /she might be admitted on a later date. A student can also be placed on the waiting list for a reserve place if he/she has been admitted to a lower preference study place by 17 July 2012. The reserve place is for one of the higher preference options that the student has expressed in his/her joint application. Those admitted after the set date cannot be put on the waiting list.

A student remains on the waiting list until 14 August 2012. By this date, the student is either admitted to a reserve place on the waiting list, or to the study place initially offered to him/her. A student may have only one reserve place on the waiting list. This reserve place cannot be replaced by another on the waiting list.

Please note that you can be placed on the waiting list only in the degrees included in the joint application system. Please check the availability from the universities before submitting the study place confirmation form.
The applicant sets his/her study options in order of preference when applying to polytechnics and certain university degree programmes. This order of preference cannot be altered after the application period has ended. According to the rules of joint application the applicant cannot choose a reserve place from options of a lower preference than that to which he/she has already been admitted.

The higher education institution will inform those admitted after 17 July 2012 about the date for submission of the confirmation form. These applicants cannot be placed on the waiting list.

Please note that waiting lists are not available for the programmes starting in spring 2013.
